A small scholarship presentation at The Center on Thursday was a first for the Elizabeth City Historic Neighborhood Association. With parents looking on, ECHNA members presented two $500 scholarships to the winners of their 2010 Historic Preservation Scholarship, Quanetra Respass of Pasquotank County High School and Nicholas Lannon of CamTech High School.
