Preservation North Carolina solicits second bids for Project RED work

SECOND ADVERTISEMENT FOR BIDS

Preservation North Carolina is soliciting SECOND bids for the rehabilitation of two single family homes in Northeast Central Durham to provide revisions to the "Scope of Work". Preservation North Carolina receives funding from the City of Durham, Department of Community Development to repair and rehabilitate homes that will be sold to low to moderate income households. Preservation North Carolina will open sealed bids at 4:00 P.M. on Tuesday, January 31, 2012 at 3001 Academy Road, Suite 130, Durham, NC. Bid packages will be available for pick up beginning on Tuesday, January 17, 2012 at 10 A.M. at 3001 Academy Rd., Ste. 130, Durham, NC. PREQUALIFICATION OF BIDDERS

Only Bids submitted by Prequalified Bidders will be considered. Small Disadvantaged Business Enterprise (SDBE) Contractor Prequalification Forms are to be submitted to the City of Durham, Department of Equal Opportunity/Equity Assurance (EO/EA). The deadline for submitting completed Prequalification Forms is Friday, January 20, 2012 at 4:00 P.M. Each bidder must show evidence that it is licensed under Chapter 87 of the General Statutes of North Carolina.  Contractors must meet the North Carolina Lead-Based Paint Hazard Management Program (LHMP-RRP) requirements.  The Bids will be evaluated and contracts awarded in accordance with law, including the City of Durham's Small Disadvantaged Business Enterprise (SBDE) Program. All bids must include the "Non-Collusion Affidavit".

The Equal Opportunity/Equity Assurance Department has reviewed the rehabilitation plans for 1918 Hart Street and 106 N. Driver Street to determine appropriate SBDE participation goals. Based on the specifications outlined for the project, the Minority-owned Small Disadvantaged Business Enterprise participation goal should be 20% and the Women-owned Small Disadvantaged Business Enterprise should be 6%. All Bidders are required to complete the SBDE Participation Document form E-101 and E-102 as necessary and submit the completed forms with their Bid. HISTORIC PRESERVATION REQUIREMENTS

All work performed for the Project will meet the Secretary of the Interior's Standards for Rehabilitation of Historic Properties.  A copy of the Standards is included as an attachment to the Bidding documents.
