Wilmington Council Okays Historic Preservation Rules |

"The majority of the Wilmington City Council decided Tuesday that a proposal aimed at saving the state's largest collection of late-19th and early-20th century commercial buildings might have flaws, but it's a start . . .
Council voted 5-2, with councilmen Ronald Sparks and Charlie Rivenbark dissenting, to tentatively approve a historic preservation ordinance that would allow developers to build 10-20 feet higher if they preserve the historic facade of a building or develop on vacant land, among other changes."
